Updated Advisory as on March 15,2020

ADVISORY

  • In view of COVID -19 outbreak, all regular (sticker) visas and e-visas issued to nationals of France and other nationalities residing in France, except those toDiplomats, Officials, UN/International organizations, Employment, Project visas,and those who are operating aircrew of scheduled commercial airlines, and who have not yet entered India, stand suspended till April 15, 2020.  This has come into effect from 1200 GMT on March 13, 2020 at the port of departure of any foreigner for onward journey to India. The suspended visas will be valid once the temporary suspension is over. For emergent visits to India an Emergency visa application may be made.

Procedure for Emergency visa applications:

  • If  someone  has  a very compelling and urgent reason to visit India, (s) he may apply for visa by  sending scanned copy of the filled up visa application and following documents at mincons.paris@mea.gov.in, cons.paris@mea.gov.in and visa.paris@mea.gov.in:*
  • Letter justifying the urgent need to travel to India and supporting documents.
  • Copy of the first and last pages of the Passport.
  • Documents supporting the application, as per visa category.
  • Applicants whose visa applications wouldbe approved will be contacted by return email.

OCI card holders:

  • Visa free travel facility granted to OCI card holders shall be kept in abeyance till April 15, 2020. This  has come into effect from 1200 GMT on March 13, 2020 at the port of departure of any foreigner for onward journey to India.
  • OCI card holders having very compelling and urgent reason to visit India may apply for Emergency visa as per the procedure stated above.
  •  The validity of OCI cards of foreigners presently in India shall remain. 

Indian nationals in France:

  • All incoming travellers, including Indian nationals arriving from any destination and having visited China, Italy, Iran, Republic of Korea, France, Spain and Germany on or after February 15, 2020 shall be quarantined for a minimum period of 14 days. This has come into effect from 1200 GMT on March 13, 2020 at the port of departure of such travellers.
  • Indian nationals in France are advised to avoid non-essential travel.

Foreigners/Indian nationals transiting through China, Italy, Iran, Republic of Korea, France, Spain and Germany:

  • Foreigners / Indian nationals transiting through airports(no immigration stamp of theconcerned transitcountry) of any of these 7 countries will not be subjected to mandatory quarantine in India.

Foreigners/ Indian nationals transiting through India:

  • Foreigners/ Indian nationals transiting through India (through airports) from any country will not be subjected to quarantine in India.

Passport and ConsularServices:

  • In light of the  announcement by the French Government that  France has entered stage 3 of the epidemic and  that all places which  are not indispensable  to the life of country  shall be closed, it has been decided that the outsourced service provider  (VFS Global) centres in Paris, Marseilles, Lyon  Strasbourg and Bordeaux shall be closed w.e.f. from March 16, 2020 till further notice. Applications  for emergency passport and consular services may be sent through email at mincons.paris@mea.gov.in, cons.paris@mea.gov.in and passport.paris@mea.gov.inwith scanned copies of the supporting documents.
