NOTICE on e-SEWA for providing Other Consular Services
Services Available • Fees & Payment • Forms & Annexures

The Embassy of India, Paris is pleased to inform that the e-SEWA – Indian Consular Services System is being rolled out with effect from 23 January 2026. The e-SEWA platform enables Indian citizens and foreign nationals (wherever applicable) to directly submit applications online on the portal for miscellaneous consular services at Indian Missions/Posts abroad. In line with the Government of India’s vision and flagship programme “Digital India”, e-SEWA is an initiative of the Ministry of External Affairs, Government of India, aimed at providing a unified online platform only for various miscellaneous consular services (NOT for Visa, Passport and Birth Registration services).

2. e-SEWA (Indian Consular Services System) is mandatory for all Miscellaneous Consular Services w.e.f. 23 January 2026. Applications must be submitted online only. e-SEWA does NOT apply to Visa, Passport, or Birth Registration services. Please click here for detailed e-SEWA guidelines.

I. Services Available under e-SEWA Miscellaneous Service

A Affidavit of Celibacy / Bachelorhood Confirms the applicant is unmarried / single. Required for marriage registration in India or abroad, visa applications, and administrative proceedings where marital status must be declared.
B Life Certificate Confirms the applicant is alive. Required by pension disbursing authorities in India (e.g., Central/State Government pensioners, EPFO). Must be submitted periodically (usually annually in November).
C Sworn Affidavit A general notarised sworn statement on any matter. Used for a wide range of legal, administrative, and personal declarations where a formal affidavit attested by the Embassy is required.
D Transportation of Ashes to India NOC and documentation for carrying cremated remains (ashes) of a deceased Indian national back to India. Required by airlines and Indian customs.
E Death Registration Certificate Official Embassy record of the death of an Indian national abroad. Required for legal, insurance, property, and inheritance proceedings in India.
F Application for Re-issuance of International Driving Permit (IDP) Re-issuance of an IDP for Indian nationals residing in France. Required when the existing IDP has expired or is lost.
G Passport-based Birth Certificate / Certificate de Naissance Birth certificate issued based on Indian passport details. Accepted in France for administrative processes. Note: This is NOT the same as Birth Registration under Section 4(1) of the Citizenship Act.
H Police Clearance Certificate (PCC) for Foreign Nationals Clearance certificate issued to foreign nationals (non-Indian) requiring verification of their background for visa, immigration, or employment purposes.
I Certificate de Coutume / Coutume Certificate Certifies the personal law (Hindu, Muslim, Christian, etc.) applicable to an Indian national. Required for marriage registration in France, notarial proceedings, and inheritance matters. For newborns, select 'Coutume for New Born' specifically.
J Affidavit of Concordance Confirms that two names/spellings in different documents refer to the same person. Required when name variations exist across documents (e.g., passport vs. birth certificate, driving licence, educational certificates).
K Attestation and Legalization (Personal / Commercial Documents) Embassy attestation and legalisation of Indian public documents (personal: birth/marriage/degree certificates, etc.) or commercial documents (company documents, invoices, etc.) for use in France or other countries.
L NRI Certificate Certificate confirming Non-Resident Indian (NRI) status for use in India for property, banking, investment, and other purposes requiring proof of overseas residence.
M Attestation of Power of Attorney (PoA) / Affidavit(s) Attestation of a Power of Attorney document executed before the Consular Officer, enabling the holder to act on behalf of the applicant in India. Two witnesses (non-blood relatives, non-beneficiaries) are mandatory. Each page must be signed and numbered.

Note: e-SEWA is applicable for the 13 services listed above only. Visa, Passport, and new Birth Registration (under Section 4(1) of the Citizenship Act, 1955) are NOT handled through e-SEWA.

II. Fees & Payment

 

Payment is to be made in CASH / CARD ONLY at the Embassy counter at the time of submission / collection. Bring the exact amount. Online payment through e-SEWA is not available at present for the Embassy of India, Paris.

⚠ ICWF (Indian Community Welfare Fund) fee of € 2 is MANDATORY for each applicant with each service fee paid.

⚠ Fees are as prescribed by the Government of India and are subject to change without prior notice. Applicable fee will be confirmed at the counter at time of acceptance.

⚠ For services involving attestation of death-related documents, an additional € 12 per document is payable.

Submitted in lieu of residence/visa proof for birth registration and related services.
4 Late Birth Registration Form https://www.eoiparis.gov.in/content/LATE-BIRTH-REGISTRATION-FORM.pdf Required ONLY when applying for birth registration more than one year after the child's date of birth. Must be submitted along with all standard birth registration documents. Late registration requires prior MHA approval.

8 NOC / Affidavit / Declaration from Parents / Guardian for Issuance of Passport to Minor https://www.eoiparis.gov.in/content/NO-Affidavit-by-parents-for-passport-to-Minor.pdf Required when one parent cannot be present for a minor's passport application. The absent parent must sign this form along with a copy of their passport. Equivalent to Annexure 'D' of the Passport Application. See Fee Sl. 16.

⚠ The Miscellaneous Service Application Form (Form 1) is MANDATORY for every e-SEWA service submission without exception.

⚠ Never sign affidavits or declarations in advance. All signatures before the Consular Officer must be done at the Embassy counter.

⚠ Ensure all uploaded documents on the e-SEWA portal do not contain special characters in file names and are within 200 KB per file.
