General Instructions
The Ministry of External Affairs, Government of India has migrated from Global Passport Seva Version 1.0 to Version 2.0 with effect from 3 rd September 2025.
Note: Unsigned forms, and forms without photo will not be accepted. For brief guidelines on required photo and signature, please see section H below.
Note: The above compulsory set of documents from (a) to (e) need to be provided while submitting the application in-person at 20-22 Rue Alberic Magnard, 75016, Consular Wing, Embassy of India, Paris.

Step 1: Complete the Online Passport Application Form by using the portal (Do not forget to upload ICAO compliant photo (see section H), signature and documents) by using the following link: https://www.passportindia.gov.in/psp
(Alternatively you can also go through https://www.passportindia.gov.in/psp, then click on “Apply for Passport Indian Missions (Embassy / High Commission) or Posts (Consulate Generals) abroad” and then choose France)
Note: While filling two columns in the online form: 'Passport Printable Address Details' and 'Other Address details, one address has to be in India and another in France.
Step 2: All reasons for passport reissue should be specified (validity expired within 3 years/due to expire in next one year, change in existing personal particulars, etc.)
Step 3: Take the printout of the completed application form (Do not forget to upload ICAO compliant photo, signature (see H) and documents). Signature/ thumb impression of applicant should be on first and last page.

Step 4: Please take appointment from Embassy website (Book online appointment) and submit your application form along with required documents and fees. Submission is required to be done in-person.
A.2.1 When both parents giving consent

Note: If one parent is in France and the other parent is in either in India or in another country, the absent parent need to submit form Annexure 'H'. The form need to be attested by the Indian Mission abroad/RPO in India and then signed by the applying parent in France.
A.2.1 When one parent is not providing consent

a) A self-explanatory letter as to why the passport was not renewed in time.
b) Affidavit (Format 1) (See at the bottom) regarding non-acquisition of foreign nationality

Addition:
a) Original marriage certificate with a self-attested photocopy and self-attested photocopies of passport and residence permit card of the applicant's spouse (original Passport and resident card to be shown at the time of submission of application) or Joint Photo Declaration signed by both husband & wife
b) If name of spouse is not matching with Marriage Certificate, additional sworn affidavit will be required declaring 'one and same person' to include spouse name in the renewed passport. (The sworn affidavit needs to be issued before applying for passport renewal.)
Deletion: Deletion of spouse name divorce order/decree*)
Change in spouse name: Remarried applicants applying for change of spouse's name will be required to produce the death certificate/divorce decree (See conditions above) in respect of first spouse, marriage certificate (see conditions above) and photocopy of present spouse's Passport (original passport to be shown at the time of submission of the application).
*Note: Foreign divorce judgements will not be valid. In case of mutually agreed or mutually properly contested divorce cases also, an application must be submitted by the parties at the competent Indian civil court and a declaratory order authenticating and confirming that the foreign divorce decree is in accordance with Indian law must be obtained by the concerned parties

*Note: Foreign divorce judgements will not be valid. In case of mutually agreed or mutually properly contested divorce cases also, an application must be submitted by the parties at the competent Indian civil court and a declaratory order authenticating and confirming that the foreign divorce decree is in accordance with Indian law must be obtained by the concerned parties.

Important Note: Applicant must wait 01 month after publication in a newspaper before applying for the passport. Full page of the publication where name change was declared by applicant should be enclosed. Document should clearly show the date, name of the Newspaper/Publication/Gazette and the content. Unreadable scanned copies will not be accepted.

Note: The above are the general mandatory requirements. The applicant may be required to submit a few more documents depending on the scrutiny of the application and on a case-to-case basis.
Step 1: Apply for registration of birth of new born child by registering at MHA web portal https://indiancitizenshiponline.nic.in/initial?formcode=09 , take print out and sign (by both parents)
Note: Documents should be uploaded in English only, as per requirement of above MHA portal
Step 2: Apply for passport as per A1 above. Documents as per A1 + Marriage certificate of parents with English translation by registered translator in France

Affidavit for a single parent where child is born out of wedlock or in case other parent's whereabouts are unknown: Annexure 'C' (See Section F).
Note: Printed passport application form to be signed by both parents on the last page.
Step 3: Documents required along with printed application form to be submitted for Birth Registration:
Note: Any certificate issued outside of India must be apostilled (with English translation) and should be given in the original
Step 4: Fees Payment
Total fees will be Euro 21 (For Birth Registration) + Euro 38 (For Issue of First Passport upto 8 years of age of minor / newborn child) = Total Euro 59.
(If the first passport of the minor is issued after completion of 8 years of age of the child the fees will be Euro 21 (for birth registration) + Euro 42 (for passport) = Euro 63/-)
Scenario A: An Indian national is issued an Emergency Certificate (EC) if he/she has lost/damaged his/her passport while on a visit to France. An Emergency Certificate acts as an emergency travel document for traveling back to India.
Scenario B: An Indian national is issued a Short Validity Passport (SVP), if he/she is visiting France for a short period either on an internship visa or a student exchange program, or a little longer business tour, or he/she is a resident of another country.
Step 1: Apply online for the required service at https://mportal.passportindia.gov.in/gpsp

a. Short Validity Passports: (On tourist/business VISA; in case the applicant is a resident of country other than India):
b. Letter of explanation (circumstance under which loss of passport occurred)
c. Police report in original with Passport Number compulsorily mentioned (which will be kept with the Embassy) in case of loss/theft of passport
d. Annexure F (See section G) (Duly filled and signed)
e. Copy of passport along with a copy of Valid Schengen Visa page
f. Copy of Resident card of the country of residence

Step 3: An applicant is required to submit the PCC application with the above documents after taking appointment from Embassy website (Book online appointment)
Under the Indian Citizenship Act, 1955, Persons of Indian Origin are NOT allowed to hold DUAL Citizenship. If a person had ever held Indian nationality (and Passport) and subsequently voluntarily obtained nationality / Passport of another country, he / she ceases to be an Indian national and is required only to surrender his /her Indian Passport and obtain a surrender certificate.

OR Self attested copy of French Journal (first two pages and relevant page) showing date and method (registration / naturalisation etc.) of obtaining Foreign nationality. This document (except Journal, which does not require apostille) is to be apostilled and an English translation from Sworn translator is to be submitted.
Step 3: Applicants may submit the Surrender Certificate application with the above documents after taking appointment from Embassy website (Book online appointment)
Note:Applicants who have obtained Indian passport after obtaining Foreign / French nationality will be issued passport "Revocation Certificate" instead of passport "Surrender Certificate", for obtaining Indian passport by suppressing material information about their having foreign nationality and not being eligible for Indian passport. A revocation certificate is not acceptable for applying OCI card [Except those hailing from erstwhile Portuguese territories of India (Goa, Daman, Diu)].
This service is applicable only to Indian nationals / Indian passport holders and not for those who already hold Foreign / French nationality / passport. The applicant has to apply online at https://indiancitizenshiponline.nic.in/Renounce. Once the citizenship renunciation certificate is issued, the applicant is to surrender his Indian passport as per above procedure.

The above fees are as prescribed by the Government of India and is subject to change without prior notice. The applicable fee will be informed to the applicant at the counter at the time of acceptance of documents.

Photo: colour photo, taken from 1.5 meters from camera, face to take 80-85% of the photo, dimensions 630*810 pixels, background should be white and should be unaltered by computer software
Posture: full straight face (natural expression, head to chin and ear to ear) looking directly at camera, Centre head within frame (head should not be tilted), front view, eyes naturally open (glasses to be taken off, no hairs over eyes), no red eye (illumination should also not cause red eye effect), mouth should not be open
Appearance: skin tone natural, uniform lighting, no blurring, appropriate brightness and contrast, no shadow or reflection
Head coverings: Head coverings are not permitted except for religious reasons, but the facial features from bottom of chin to top of forehead and both edges of the face must be clearly shown. For full guidelines, please see ICAO norms for photo.
Signature: Should be legibly inked, have white background and cover 80-85% of the square box.
